      I agree with the European Councillor that it is time to recognize Regina as the legitimate government of Icholasen. It is childish to pretend that a government does not exist when such a government is ruling over so many people. However the Councillor from Gallorum makes an excellent point, we cannot stand by and reward the new government for merely appointing officials without any democratic process. As a compromise, I would support the recognition of the new government in Regina, but only under the condition that sanctions on military equipment and other non-necessities are placed upon Icholassen until verifiable proof was provided that Regina has taken steps to open their political system to the people.

        The Storting has voted to allow me to appear for these two specific resolutions before the council during my recall.

        Let me state that Democracy and Human Rights were violated during the Coup conducted by communist affiliated military forces in Icholasen. To remove this resolution will simply recognize that government, and recognize that taking control of a nation with no legitimacy behind whatsoever is a respectable way to govern. Not an extraordinary measure, but simply a commonly recognized occurance.

        If the Union is to recognize the USNR as a new member, and allow it to retake the United Dominions previous position. It must give up its nuclear weapons. Any new nation which enters the Union be free of any nuclear, chemical, or biological weapons as should the USNR. The ENAA has cited countless examples of civil and political unrest in a country as a reason to deny a nuclear license. Why should the USNR be any different. Denuclearisation of the island must be a requirement.

        Cllr. Rousselot is correct in that free, fair, and openly monitored elections are the only way to even consider legitimizing the government in the USNR. Vayinaod is open to sending electoral monitors if the USNR wishes to take up its offer.

        I appreciate the sentiments of Cllr. Tefvik, however, if such a compromise is to be made it must be through an amendment of the original condemnation rather than repealing this one. Either wise there exists a time where the Union is providing mixed signals.

          By repealing this act, the Union will be giving validity to a violent communist coup and the suppression of freedoms and democracy.

          Until fair and free elections can be held in the presence of European observers, their entry into the union must be blocked.

          To continue on this course of action will provide future precedent to recognise illegitimate governments that seized power from the people and supplanted the duly elected government.

          Not only that, but were this Union to recognise the UNSR and allow its reentry into this body, it would demonstrate a complete lack of resolve to support legitimate governments that have been elected by the people and demonstrate that the only thing an oppressive or illegitimate government needs to do in order to get in the Union's good graces is to last long enough.

          There have been multiple major civil and military actions taken against the duly established governments in their respective countries over the past few weeks. In this time of uncertainty, the Union must support its members and preserve the rule of law across Europe.

          By acknowledging the government in Icholasen, it would establish a grave precedent for how the transition of power should occur in this region. Violence should not be an answer to the question of legitimacy. If the push for a change in government is so strong in a nation that the established powers are overturned in a violent change of power, let it be a revolution of the people. One that can be vilified by fair and free democratic elections afterward, in the presence of verified and objective outside observers.

          The Union must remain firm in its opposition to the illegitimate government in Icholasen.

          My colleague from Vayinaod brings up an interesting point. I concur with the reasoning that, should we have to allow the UNSR to reenter the Union, it should do so without nuclear weapons. A country that has time and again experienced systematic social and political instability, interfered in the geopolitic, and threatened its neighbours with its weapons' terrifying power to destroy, does not deserve to have nuclear weapons. The mere presence of them in a regime that is only accountable to itself is not only dangerous to the regime's enemies, but to the stability of the region itself.

          However, until the UNSR can prove itself to be accountable to its citizenry, my government stands in opposition to it and its reentry into this body.

            I sympathize with the sentiments my colleague from Fremet expresses, he is right. Until we have proof that the UNSR has taken steps to democratize their system, our response to Regina we must be stern. However neither me or my government cannot sympathize with a people refusing to establish a dialogue merely out of ideological convictions. My country, for a long time, has been called the 'sick man of Europe' and we got out that disaster. We did not get out of a crisis by firmly espousing ideological statements, but by pragmatism and understanding what works and what does not. Ignoring the UNSR, I assure you, will not work.

            I regret telling my colleagues this, but the European Council's refusal to recognize the de facto government will not change the regime. Should the current regime fall, it will be on the terms of the Nicoleizian people alone. I mean this in the most good-natured way possible, but the fact of the matter is the precedent has already been set on how power transitions when the UNSR took over the government apparatus. Our response that some of my colleagues suggest will only make us out to be ideological pariahs to the face of the world.

            If we could work out an agreement with the UNSR on their entry into the European Union, I assure you, Councillors, we will make far more progress on controlling the activities of the current government than what my colleague from Fremet is proposing. The first step in this direction, of course, will be recognizing the UNSR as the legitimate government. Should they not cooperate with the Council, it is entirely appropriate to place sanctions on them.

            On a final note, my government has notified me that whatever policy concerning the UNSR the council decides, Constantinople will comply.
