      Councillor Juvinal has unfortunately and sadly suffered from a relapse, and is not well enough to attend to matters in this Council. As the duly elected Deputy Councillor for them and thus, temporarily, Councillor for the Union of Syndicates, I assume that it is within my power to begin this discussion.

      The United Duchies, under the pretext of links to terrorist groups, has arrested tens of thousands - simply so many that it stretches credulity to believe that the pretext given for the arrests is entirely true, for no government, I am sure, would miss the fact that nearly the entire membership of a political party is connected to terrorist groups.

      In our nation at least, it has caused a mild crisis. The Municipal Authority of Rosa Luxemburg is overstretched attempting to accommodate the political refugees fleeing from the United Duchies; our Ministry of Public Safety, whose National Security Division is attempting to investigate for itself the alleged links to terrorist groups, is under great stress as well. It has asked for the cooperation of the United Duchies in its investigations; no response has as of yet been made.

      From the reports issued by the Duchies, we can also assume that another member-state - specifically, Czech Slavia - may also be in a similar situation.

      In summary, we are deeply concerned about the repression in the United Duchies and its consequences for the rest of Europe.
