Emperor Artabanos's Welcome Back Banquet and Reception

      Telum, 16th September 2020

      alt text

The tables in the Imperial Throne room have all been set. The cutlery is arranged to the minutest detail. The correct aperitifs and dietary requirements have all been honoured. Emperor Artabanos's first major banquet and reception since His unfortunate 'accident' last summer is about to begin.

The Emperor worked closely together with Gert Veruylscht, of the Imperial Household, to arrange a detailed seating plan. After attempting to honour most guests' seating preferences (and deliberately not honouring those of others...) the Emperor and Veruylscht produced the following plan:

Strategic Meeting of the Imperial Defence Council
      Operation Takedown [IC Secret]

      Attendance:

      • H.I.M. Emperor Artabanos
        alt text
      • Imperial Defence Officer Boris Mancov
        alt text
      • By secret video link: North Diessen's Minister for National Defence Ekrem Mueller

Artabanos: "Gentlemen, welcome. As you will be aware, the Imperial Government has finally received a formal request from the Confederacy of North Diessen for military assistance. Our long months of work have come to fruition. Boris, how is the situation in Reuland?"

Mancov: "The State of Reuland borders the Inimician northeast, but cross-frontier roads and passages are infrequent, the border mostly consists of mountanous terrain. Imperial Guard operatives in Reuland have so far managed to sneak across uncaught, and we have no expectation this will change with the de facto independence of the State. Reuland's State authorities have put the weapons we provided to good use, and as far as we are aware the secessionist government now controls most if not all of the major Reuland cities and military supply points."

Artabanos: "Very well. Admiral Bauer, recap what our actions will be once we offer our help."

Bauer: "As we extensively discussed, Your Imperial Majesty, the Imperial Armed Forces (IAF) will enter North Diessen by rail, air, and road, where they will link with Diessen Defence Force units and co-ordinate with them. We currently have the 1st Mountain Brigade, 1st and 2nd Special Air Squadrons, 2nd Army Corps, as well as the 1st and 2nd Air Mobile Brigades, 3rd Fleet, and 2nd Submarine Squadron to participate, of course backed up by several other corps to remain in the Empire. At the time time, our Special Force Command and the 3rd Special Air Squadron will immediately commence covert operations in Reuland from the Fugit Mountain Assault Command in Terra Dominus. Significant IAF presence will be directed towards the Diessenian capital, Het Goor, and towards major Diessenian Defence Force bases, which I have indicated on the map in front of you."

Mancov: "Just to but in here, Vice Admiral: we are currently talking about the first phase of Operation Takedown, correct?"

Bauer: "Correct. Phase One will see IAF units deployed against the Inimician-armed rebels in Reuland. Ironic, perhaps, but necessary. At the time time, our Logistics Command will gain valuable information about Diessenian Defence Force structures and operations, making these much easier to sever in Phase Two. The 3rd Fleet and 2nd Submarine Squadron will pass through the Caspian Canal and into Diessenian waters, however, progress will be deliberately slow, making it unlikely they will reach all the way to Reuland's shores before the rebels are defeated, according to plan, in just a few days. We are estimating our vessels to be in position off the coast closest to Het Goor, carrying units of the amphibious assault command of the 2nd Imperial Guard brigade."

Artabanos: "So, Phase One to last, what, three days?"

Bauer: "Three to four. We are to meet again here once our objectives have been completed."

Artabanos: "How do we transition from Phase One to Phase Two?"

Bauer: "To most people, it will not be a noticeable change. Our brigades have been extensively trained in covert operations and are expected to apprehend most Diessenian Defence Force units without fighting. Not that there are many DDF units to arrest -- we are likely to outnumber them two-to-one at least. At the same time, the Imperial Guard will make its way under the cover of darkness to the government quarter in Het Goor, apprehending President Inge Pekcan and her confidantes, and installing Mueller into office."

      Artabanos: "Ekrem -- objections?"

Mueller: "None. Apologies for whispering, I am the face of anti-Reuland resistance here at home. If caught conspiring, my sentence would be worse than death. How long could we maintain such a, well, covert invasion, from being noticed, Vice Admiral?"

Bauer: "Not for long, which is why Operation Takedown, Phase 2 will take no more than 12 hours. President Pekcan's demise will be put down to infiltration by Reuland's paramilitaries, and the Imperial Guard presence there as a countermeasure. Pekcan is to be 'wounded', and Mueller is to take over as a temporary measure at first. Obviously, in the long term, our other planning will have to take care of that."

      Mueller: "Perfect, thank you."

Artabanos: "Follwing the successful conclusion of Operation Takedown, I will award Mueller with the Grand Cross of the Order of the Empire, and make him an Associate Member of the Imperial Defence Council, an Honourary Citizen of the Empire, and allow him a personal Imperial Guard detachment to escort him wherever he goes."

Mancov: "Excellent. We look forward to having you as an ally, Ekrem."

Artabanos: "Gentlemen, perfect. Start time for Phase One of Operation Takedown is 1800 hrs today. Thank you."

Walking from the Situation Room, Artabanos thought "What a way to celebrate the Empire's 10-year anniversary. Adding three new territories to its dominion." His nerves began to rise, and He had a swift drink before exiting the lift and going about His day.

Office of Premier Commissioner Dr Walter Cocx

      12th May 2021
RE: Failure of Istkalen Sanction Motion

      "Europeans,

Another attempt at a peaceful isolation of a rogue regime in the heart of Europe has failed. By one vote, Councillors decided to let the terror emerging from Istkalen roam free. Representatives of our nations and peoples, whose role in the entire Sanctions process resulted from a major concession on the side of the Sanction Act's sponsors, frustrated its progress for the second time.

Although it is not my responsibility that region-wide sanctions against Istkalen now remain a distant, faint imagination, as Premier Commissioner I must, however, take said responsibility. It is with this in mind that I am announcing today that I will not be standing for re-election to a second term in this office. It has become clear to me that the basis on which the peoples of this Union elected me to this high office, a tough stance against rogue states, is not shared by the political establishment in Europolis. I cannot, in good faith, continue to operate under such circumstances.

The start of my Premiership was, in my opinion, an era of hope. The Sanctioning Act was passed and amended with liberal majorities - a comprehensive process marked by checks and balances from both main European bodies, the Commission and Council, was established. A time of opportunity for this Union beckoned, a time when reasonable, democratic, rule-of-law nations could make a joint fist against destabilising rogue regimes.

Yet, in the first attempt at making such a fist, against the USNR, the Council frustrated the legal process with slanderous and disgraceful fillibuster and introduction of nonce amendments. Conduct which sends a message of carelessness and elitism to the peoples of this Union. While they worry about the impact of a terrorist regime taking over a nuclear-armed state, politicians in Europolis thought it wise to submit 70+ amendments changing single words to a serious Sanction Motion.

Now, Councillors are debating ways in which this same hostile regime can make a re-entry into the European family of nations, an abhorrent, disgusting move which every democratically-minded Councillor should object to no matter what. This move reinforces my belief that I cannot, in good faith, continue to function as your Premier after my turn ends. I hope I can continue to support and lead you in another capacity, as my one true love remains the care for the peoples of Europe. Thank you."

COMMONS ELECTIONS: FINEST WIN PLURALITY, MOVEMENT GAINS -- TRADITIONAL PARTIES SUFFER

      s
Electoral Results Map of Inimicus. Purple: Centre-Conservative Union; Blue: Inimician Liberal Appeal; Pink: Emperor's Finest; Red: People's Movement; Yellow: Central Progressive Party; Green: United Green Front; Grey: Independent.

Telum, 3rd May 2021 -- The Imperial Electoral Commission confirmed the results of the House of Commons election 2021 proceeded according to standards set out in law. Polls closed at 6pm today, following an election predicted to see an earth-shattering victory for the Emperor's Finest, a catch-all party advocating strongly for the Imperial system, and support for Emperor Artabanos. Today's results show exactly how earth-shattering this victory truly is. From no seats won in 2020, the Finest will send 292 members to Telum come June, a staggering 36% of seats.

"The Inimician People have spoken", Finest leader Hetty Tilki announced to roaring crowds in Lacerta after the results were announced, "They have said Yes to the Imperial System. They have said 'I serve' to His Imperial Majesty. And they have said 'Convict Them' to the traitors who sought to destroy Him. Today is a victory for all of Inimicus, and for the Emperor."

Gains were also made by the People's Movement, who nearly doubled their MPs by winning 90 seats. Outspoken critics of the Emperor and the Imperial System, the Movement capitalised on recent controversies surrounding the arrest of members of the Barrington family, and the Imperial Armed Forces raid into Neo-Venetia. Movement leader Adolf Danube called today "a wake-up call for the Emperor and His clique" and announced he would be filing motions in Parliament calling for the impeachment of the Emperor.

Results from the Terra Praestoris Imperial Council by-election are expected shortly, with preliminary results suggesting a narrow yet consistent lead for Finest leader Tilki, who is trailed by Movement leader Danube and other parties. Full results of the Commons vote are given below.

Party 2020 PARLIAMENT: 2021 PARLIAMENT: CHANGE
      United Green Front: 80 33 (4.1%) -47 (-62.5%)
      Inimician Liberal Appeal: 262 143 (17.9%) -119 (-45.4%)
      Centre-Conservative Union: 199 102 (9%) -97 (-14.3%)
      Central Progressive Party: 83 31 (3.9%) -52 (-62.7%)
      People's Movement: 55 90 (11.3%) +35 (63.6%)
      Independents: 21 9 (1.1%) -12 (-57.1%)
      Emperor's Finest: N/A 292 (36.4%) +292 (N/A)

    • RE: Emperor Artabanos's Welcome Back Party

      “Is it straight, Gert?”

“Straighter than you are, Your Imperial Majesty.”

      “As if that’s a challenge.”

Emperor Artabanos adjusted his black bow-tie one final time, pulled on the bottom of his blazer to flatten it out, sighed heavily, and nodded at his Household representative. Gert truly had been an inspirational organiser for this event, one which would see Inimicus, and Artabanos personally, return to the centre of European politics. He hoped. It could also turn into a fighting and screaming match between Reitzmag and Spain, or between Reitzmag and Menrimiak, or between Reitzmag, and, well, someone else.

      img

Artabanos surveyed the room one final time. Everything was just about to His liking – not that he really cared all that much for the exact arrangement of the Imperial logos on the cutlery and plates. He cared more for the prestige this event might bring Him. The relationships it might forge. The possibilities that awaited. As he stretched to slightly twist a wine glass at the seat of Austrian President Van der Bellen, he felt a shudder of pain down his entire torso. ”Fuck”, He thought. Not tonight. He had been living with this pain for the last three months, and only in the few weeks leading up to today had the sudden bouts of shooting pains subsided. He briefly looked around to see if anyone else was in the room, before grabbing into his chest pocket and swiftly taking a large gulp of spirit from a small flask. He knew He shouldn’t. His doctor had told Him it wouldn’t help. But somehow, it did, and it had done for several months.

He composed Himself and walked towards the entrance, where Gert was already waiting for Him. “Everything in order, Your Imperial Majesty?”

“Immaculate, as expected, Gert. Thank you.”

Just in time, Vicarius Wilfred Cocx and Imperial Consul Lord Christopher Strathclyde show up, the former anxiously looking around and tugging at various parts of his Imperial state suit, the latter walking rather sluggishly, attempting to light a cigar while still keeping a sense of composure.

      img img

“Immaculate, gentlemen”, Artabanos said with His familiar sense of irony, “I trust you’ve all been reading up on the family names, functions, and personal histories of all our guests tonight?”

Christopher smiled slyly. Wilfred’s eyes exuded a sense of panic, and he stuttered, “w-well, yes, I –”

Artabanos laughed and turned to Gert. “When can we expect the first guests?”

“Momentarily. I even think… Yes! Here they are, right now!”

[OOC: feel free to RP your arrivals. Have fun!]

Deputy Speaker Matthew Burch, People's Movement Leader Adolf Danube

      June 11th, 2021 -- 9.00am

      Deputy Speaker Burch Opens Parliament

MB: "Order, order. I formally declare this ninth sitting of the Ninth Parliament of the Empire of Inimicus opened. Our first order of business is an emergency motion submitted by the Hon. Adolf Danube, and seconded by the Hon. Maria Costley. I call the Hon. Adolf Danube."

Sighs can be heard in the chamber. AD rises and proceeds to the lectern.

AD: "Thank you, Mr Deputy Speaker. Today I rise to move that this Parliament decide on the Empire's national vote for the election of the Premier Commissioner and Internal Affairs Commissioner of the European Union."

Murmuring. Deputy Speaker Burch is seen conversing with clerks. Emperor's Finest Leader Hetty Tilki rises.

      alt text

HT: "Mr Deputy Speaker, this motion is clearly illegal. The National Imperial Council decides on the Empire's vote for Commission. Parliament, a largely advisory body, cannot, should not, and will not."

AD: "I invite Hon. Tilki to point me to the article of our Constitution that grants the National Imperial Council this power, Mr Deputy Speaker. Indeed, nowhere is it codified that the Council may decide this crucial issue. We, as representatives of the Inimician People, from across our Empire and its territories, have the full popular prerogative to cast this vote. If anything, the European-wide Elected and Accountable Council Act provides the basis for the purely democratic election of European officials. While it is impractical to organise a direct national vote for Commission in such a short timeframe, we can try our best. Mr Deputy Speaker, I request we move to vote immediately."

Several members are seen standing up and shouting over each other. Deputy Speaker MB calls order.

MB: "Hon. Danube, Hon. Tilki. The Imperial Decree calling us together here states, and I quote, "that this Parliament shall decide upon matters of its own choosing". Whether the outcome of the Hon. Danube's motion is legal or not, I cannot refuse his request outright. Unless there are any other speakers, we will now proceed to a vote on the motion."

      Silence. A few moments pass.

MB: "Very well. The question is that this House decide on the Empire's national vote for the election of the Premier Commissioner and Internal Affairs Commissioner of the European Union. Honourable members, please indicate your preference using the electronic voting device given to you."

A large screen behind the speaker's chair flicks up with red and green dots. 200 members instantly vote Nay, while another 150 or so are an instant Yea. Reds and greens flock in and their number rises equally. Members are seen easerly watching the screen. Anticipation on all faces. Finally, the Deputy Speaker reads out the count.

MB: "Thank you, Honourable members. The result of the division is as follows. The Yeas are three hundred and forty six. The Neas are three hundred and forty four. So the Yeas have it and the motion is agreed to. This House will vote on the election of the Premier and Internal Affairs Commissioners this afternoon."

Parliament Votes Areai and Čikarová for Commission as Legality of Vote Is Questioned

Telum, 13th June 2021 -- In a shock vote, the House of Commons has declared its support for controverial Commission candidates Josephine Areai, from the war-torn nation of Istkalen, and Sofie Čikarová, spearhead of the Party of the European Left. Following a narrowly-accepted motion by People's Movement leader Adolf Danube, which called for MPs to cast a ballot on Inimicus's votes for Commission, Parliament swiftly decided Inimicus's preferences within half an hour.

Surprisingly, the People's Movement, whose party principles place it on the far right of the political spectrum, voted together with the United Green Front, Central Progressive Party, and splinters of the Emperor's Finest and Inimician Liberal Appeal, to give Ms Čikarová a narrow win in the Commons. It is understood Adolf Danube instructed his MPs to vote for Čikarová, who is an incredibly controversial figure in Inimicus, to cause an almost certain contrast between Parliament's choice and the National Imperial Council's, which is due to vote on the Empire's Commission preferences next week.

Similarly, Movement MPs supported Areai, along with large fractions of the Centre-Conservative Union, Inimician Liberal Appeal, and smaller parties. Parliament expressed its support for Areai by just two votes, with virtually all Emperor's Movement MPs preferring Jean-Claude Juncker, despite his opposition to the European Commission (Sanctioning Powers) Act.

During and immediately after the vote, legal experts questioned the legality of Parliament assuming the prerogative to decide on the national Commission vote. "Ultimately, following the Constitution, this power is reserved to the Emperor", explains legal scholar and European Court of Justice Candidate Benjamin Steyn. "He has delegated this power to whatever instrument He feels fit, in this case, the National Imperial Council. The House of Commons was not given such power in the Imperial Decree calling for its convention, and this vote should therefore not have happened."

Jeff Speller, Imperial Councillor, however, claims Parliament was given the right to decide on matters "of its own choosing", and that therefore, this vote stands. Whether the National Imperial Council will hear it, however, is another matter. "If the Council neglects this decision by the directly-elected representatives of the people", Speller explains, "there can no longer be said to be any democracy in Inimicus. The people's rule will have ended."

    • RE: A Limitless Meeting for Limitless Leaders (Czech Slavia -- Inimicus)

"Ah, well, you know, Mikaela and I have a group chat going with Jean-Claude and some other folks", Artabanos began, before swiftly realising that His betrayal would possibly be met with His expulsion from the same chat, "So I may or may not have been directly involved with the selection of your nuclear tour guide. Shame, really -- Gustav, you know, of Fremet, used to be an active member too, but he's sort of in hot waters these days. Anyway... No, my only partner at the moment is my Empire, you could say." Artabanos spoke no further on His love life, and He had never done since those fateful days in 2015, when His last relationship ended in literal bloodshed. For some reason, though, the Czech President for Life had a reassuring aura about her -- perhaps it was because He knew that she, like no other, would know how to use secrets and information strategically for political and personal gain.

He did not know why, but spoke further: "You know, after my last relationship ended, I didn't think I'd ever feel able to trust or to love again. You must know how lonely it can get, being at the top... Sometimes, you just wish you could live a normal life. Go to work at 8, come home at 6 to a family, to have friends to spend weekends with. To have someone to rely on at home." He sighed. Perhaps this was why the Diessenar journalist had piqued His interest so. "Ah well, enough from me ranting, Albina, I'm so sorry. Let's continue."

"Thank you", the Emperor said after showing the President for Life around His personal quarters. "There used to be houses outside this window, but I don't particularly like looking at houses, so there's greenery there now." Where the occupants of said houses had been banished to, Artabanos did not know -- and He could not care. If He cared about such things at all, His sanity, and the sanity of the nation with it, would disappear entirely.

"For sure, I fully admit the main barriers to Czech-Inimician co-operation are currently in place in Inimicus. You know what it's like though -- you nearly get assassinated, you need people to blame." Artabanos thought of Augustus Barrington's face after the renegade ex-councillor had been dragged back in front of Artabanos's feet in chains. Did Augustus fire a cruise missile at Artabanos's plane? No. Had he been annoyingly good at what he did? Yes. And that had been offensive enough. "Now that some time has passed, and with the hopefully good press coverage this meeting will get us, I'm confident in saying the Empire will lift all its economic and diplomatic sanctions against Czech Slavia very, very soon. We're ready to do business."

"As you might know, Inimicus is stuffed full of bauxite, uranium, and natural gas. We're always more than keen on exchanging these resources for things we do not produce ourselves. As for Inimician investment in Czech Slavia, of course! I'm sure the Artabanos Foundation would happily start up a Czech Fund in your nation. For other companies, perhaps we could offer some kind of financial incentive to get some cross-border investment going?"

"I do want to ask one thing, and please don't take this the wrong way, but why exactly did you cancel your attendance to the Arty Party when I returned from my rehabilitation in 2020? I would've loved to meet you much sooner than today."

BREAKING: Imperial Council Rejects Commons Choices for Commission, Calls for Consensus Grow

      alt text alt text

Meeting chambers of the House of Commons (left) and the National Imperial Council

Telum, 18th June 2021 -- National Imperial Councillors have determined Inimicus's votes for European Commission. By a large majority, the NIC chose Jean-Claude Juncker for Premier and Emma Granger for Internal Affairs Commissioner. These preferences completely contradict the choices made by the House of Commons last week, whose members cast their ballots for controversial candidates Josephine Areai and Sofie Čikarová. Given that Areai resigned from the Internal Affairs race not too long ago, the Council did not consider her in its voting sessions today, meaning even the likes of Jeff Speller IC, whose position was to vote as the Commons did, could not cast their vote for her.

Nevertheless, the choice of Čikarová vs. Juncker causes an unprecedented constitutional crisis on the Empire level. The Constitution does not document who, or which body, is mandated to determine the Inimician vote for Commission. Custom has dictated that the National Imperial Council votes on candidates, but a House of Commons motion by People's Movement leader Adolf Danube triggered a vote by MPs, who narrowly backed Areai and Čikarová. "Who holds power in Inimicus?", asks political correspondent Colin Husky, "Parliament or the Council? More importantly, perhaps, what is the function of Parliament if it does not hold any power?"

Preliminary polling conducted for Nuntius Inimici suggests a near 50/50 split in popular opinion: 43% support the Council determining Commission votes, with 42% favouring the Council. Additionally, 66% support a consensual vote, where both the Council and Parliament determine Inimicus's vote together. This consensual option has also been raised by several Imperial Councillors, including Jeff Speller and Imperial heavyweight Basil Lawson. His Imperial Majesty, who naturally possesses the Prerogative to end this crisis, has not spoken out on the issue yet, but is expected to do so in due course.

His Imperial Majesty Emperor Artabanos delivers His first statement post-tragedy

"Afternoon all. I'm very happy to see all of you lovely journalists here - I have missed these occasions drastically over the last few months.

Let me just start simply. I am back. The Empire is back. Inimicus is back. The attempt on my life has left me physically scarred, but mentally more ready to lead My country than I ever have been. I am keen, and with Me the Empire, to get involved, to get stuck in, with the international community once again. As I expressed in the National Imperial Council meeting of Monday last, my thanks go to all those Imperial officials who have maintained an extraordinary level of stability and internationalism during the time of crisis our Nation faced this summer, in particular Vicarius Wilfred Cocx. His adminisration demonstrated once and for all that the times of turmoil in Inimicus are in the past, and continued the Great Peace era which has seen Inimicus thrive for the last four years.

Today I intend to update you with several Imperial Government announcements, including communiqués surrounding the investigation into the attempt on My life, tensions between the Empire and Spain on the one hand, and Reitzmag on the other, and the Imperial Government's stance on the situations in Eastern Haane and Neo-Venetia.

Before I progress to the business of the day, however, I would like to officially announce that I will be holding a return-to-the-nation banquet at the Imperial Palace on Wednesday 16th September, to which the European royalty, heads of state, and heads of government, will all be invited. Please look out for official correspondence on this very shortly.

      Attack Investigation

It will no doubt please everyone listening to Me today that the investigation into the fateful events leading to My prolonged absence have been progressing extremely smoothly, and my thanks goes out to everyone working at the Imperial Transportation Safety Association (ITSA), the Imperial Guard Investigation Unit (IG-IU), and the European Aviation Authority, for their immense effort so far. I would also like to take this opportunity to officially apologise to the Confederal government of North Diessen, which was unjustly blamed by early findings into the attack. The Imperial Government regrets any confusion caused and hopes for a swift restoration of the cordial relations our two countries have always enjoyed.

ITSA and IG-IU have now conclusively determined that the cause of My crash was a surface-to-air projectile fired from within the territory of Neo-Venetia. More to the point, ample evidence suggests the launch was organised, conducted, and finalised by so-called 'official' elements within Neo-Venetia, adhering to the communist regime that overthrew the legitimate government earlier this year. IG-IU has, furthermore, identified twelve suspects with direct involvement in the horrendous events of last summer - so as to not compromise their investigation, I shall not give any further details of these suspects at present. Discussions are currently ongoing with Inimicus's regional partners about possible arrest warrants and operations to bring these twelve to justice in Inimician Courts.

      Regional Instability

Now, this brings me to the wider regional instability that has developed during my absence. Not only Neo-Venetia and Icholasen have succumbed to communist coups, but the recent outbreak of violence in Eastern Haane is deeply troubling. Imperial Consul and Executive Representative Leader Lord Christopher Strathclyde updated you all this week about the steps the Imperial Government is taking to safeguard its interests abroad in relation to the Eastern Haanean situtation, so I will not repeat any of these steps now. I would, however, like to echo the statement by the government of the Republiic of Marlborya, whose readiness and willingness to intervene in Eastern Haane is to be applauded.

The Imperial Government stands ready to prevent more nations from falling into the hands of communists and autocrats. We hope other nations will join us in this quest. Furthermore, I hope the currently ongoing Commission elections will result in officials elected to these important posts which are tough on rogue states, rather than those who flirt with them.

      Madrid Pact and Reitzmic Aggression

The topic of unstable, rogue-ish states brings me to Reitzmag. I was immensely pleased to hear the Imperial Foreign Office recently came to an understanding with the Kingdom of Spain, whereby our two nations will provide for a common defensive structure and joint military training exercises. Furthermore, Inimicus has been exempt from any Sound taxes on its commercial vessels in return for a supply of Eurofighter Typhoon jets.

Such a beneficial agreement was then soured by an overly aggressive response from the Kingdom of Reitzmag, which proceeded to alert its military in response to the signing of the Madrid Accords and Pact. This is completely unacceptable. A National Imperial Council resolution condemning these actions was published in this space last week, and I would like to reiterate their call for the Reitzmic government to back down immediately.

The warmongering of the Kingdom of Reitzmag can only lead to suffering in the future. They must stop. Neither the Empire nor Spain has any intention of offensive operations. But let Reitzmag be warned: if the Empire observes any offensive action made against its territory, its officials, or its Armed Forces, we will not relent until the full force of the Imperial Armed Forces is brought to bear against Reitzmag. An aggressive action against either the Empire or Spain will be answered with total retaliation.

Talk has also been doing the rounds around Reitzmag potentially acquiring land in North Diessen, Inimicus's northern neighbour, to allow its military to pass into the Persian Gulf. I am not one to tell the Confederal Government of North Diessen what to do: they are entirely free to choose their own course. However, let it be known that until relations between Inimicus and Reitzmag normalise and the Reitzmic government ceases to spread its warmongering and aggressive rhetoric, the Imperial Navy will unrelentingly blockade any Reitzmic ships intending to pass the Persian Gulf.

Thank you, I will hopefully see you all soon."

Parliament Disbanded Early As Protests Over European Commission Choice Erupt

House of Nobles Dying Out: Loss of Quorum Threshold Nearing

      alt text

Telum, 29th June 2021 -- Inimicus's temporary legislature, the House of Commons, was disbanded a day early today by His Imperial Majesty Emperor Artabanos, who made yet another surprise appearance in the grand House of Commons meeting chamber during the House's morning sitting. The Emperor, citing Nuntius Inimici polling figures which suggest well over half (63%) of Inimicians now suggest Parliament should never again have a say in Inimicus's choice for European Commission, claimed MPs had "overstepped" their "constitutional bounds". The Emperor's announcement follows weeks of infighting among parliamentarians over which one of Inimicus's legislatures, the directly-elected temporary House of Commons, or the permanent part-appointed National Imperial Council, is legally mandated to determine the Empire's votes for European Commission.

The Emperor, whose constitutional power is absolute, albeit bound to constitutional principles, finally decided on a compromise vote, partially maintaining the Commons' wishes, partially concurring with the National Imperial Council. Following the speech in which He set out this choice, People's Movement MPs attempted to file motions calling for the immediate deposition of the Emperor, the quashing of His decision, and the forced resignation of all members of the Imperial Executive. These proposals were met with vigorous backlash from Emperor's Finest MPs, resulting in fillibusters, disordery conduct, and even physical threats made against MPs in the last week of Parliament's sitting.

His Imperial Majesty, upon disbanding the Commons a day before the scheduled end date on 30th June, also referenced how well over 80% of polled Inimicians agree with His compromise decision, and 86% now view Parliament less favourably than before this year's sitting. Artabanos further warned MPs that "a procedural review" will take place to determine whether the House of Commons "can continue in its current shape". Making amendments to the procedures of the Commons would, however, require a Constitutional amendment, which His Imperial Majesty does not have the power to enact Himself.

In other news, the death of Lord Bentlarch of Orbis Terrarum yesterday brings the House of Nobles, the other chamber of the Inimician Parliament, closer to a dysfunctional death. 150 Nobles sit in the Upper House, and all are appointed by the Emperor. Artabanos, however, has refused to appoint any further Nobles since 2014, leaving nearly half of all Noble seats vacant. Rules of procedure in the Upper House dictate that no sitting may commence unless a quorum of over 75 Nobles are present in the Chamber -- in recent weeks, following the rapid deaths of seven Nobles from old age, this has caused increasing difficulty for the Noble Speaker, Frits Steiner, to start any sessions.

In 2014, 142 Nobles formally sat in the House. As of yesterday, 78 remain. With well over twenty Nobles being over 80 years old, it is considered only a matter of time before the House of Nobles dies a quiet death. His Imperial Majesty Emperor Artabanos has been a long-time critic of the House of Nobles, which only has advisory powers, and vowed to stop appointing its members when He acceeded to the Throne. Critics, including Imperial Councillor Jeff Speller, accuse the Emperor of "attemping to subvert democratic order" and "escaping from any and all scrutiny". Nevertheless, Nuntius Inimici polling now shows stronger support for the formal disbanding of the House of Nobles than support for keeping it in place.

      His Imperial Majesty Emperor Artabanos

"Colleagues, friends, peoples of Inimicus and Europe, thank you for tuning in. Today I want to give you an update on the recent, horrifying news that one of Inimicus's most respectable politicians, Maximillian de Barrington, was found attempting to escape Inimicus for Neo-Venetia last week. We have been subject to an intense amount of speculation over the last few days, including about My role in De Barrington's journey from the steering hut of the state to a prison cell. Today, I will elucidate all.

"To come to the point directly: the Imperial Guard Investigation Unit has evidence and reason to believe De Barrington offered, gave, and was paid for, information regarding the test flight of Needletail One, the crash of which resulted in the deaths of several high-ranking Inimician statespeople and, nearly, My Own death. Specifically, it is currently believed that De Barrington informed Neo-Venetian junta authorities about the plotted course of the supersonic jet and its scheduled departure time.

"I was first informed of this evidence several weeks ago, and confronted De Barrington early last week. He sternly denied all allegations, but phone and internet taps then uncovered his liaison with Neo-Venetian authorities. I then forced him to step down from the National Imperial Council, Inimicus's highest decision-making body, and as Imperial Consul. It was clear, however, that De Barrington no longer felt safe, and attempted to escape to his newfound friends. Unfortunately for him, the Imperial Guard Investigation Unit traced him during his journey south, and finally arrested him in tandem with Provincial law enforcement in Terra Diutius.

"De Barrington will now stand trial for High Treason, Treason against My Imperial Self, and the leaking of state secrets, in the Imperial Crown Court. You will understand that this has been a shocking development for everyone involved, not least of all Myself, as I had placed full faith into a man evidently devoid of any moral compass. Therefore, I am hereby announcing that De Barrington will be stripped of his title as Marquis, will no longer sit on the benches of the House of Nobles, and will be barred from ever serving in any Inimician public office again, whether national, provincial, or local.

"This development also shows the sheer ruthlessness of the Neo-Venetian junta regime, whose armies stand just miles from the Inimician capital and whose record of assassination attempts on world leaders speaks volumes about their intentions. The Empire calls upon all like-minded, peaceful nations, to come to our aid with all haste and seriousness -- we cannot, must not, allow rogue regimes to destabilise our administrations in such a way. I particularly call upon nations in the region, including the United Duchies, the Kingdom of Angleter, the Duxburian Union, and the Confederacy of North Diessen, to decide on a concrete action plan for finally, once and for all, handling the terrorists who now hold the reins in Neo-Venetia. Otherwise, and I say this to friendly leaders across the region, your plane, your car, your train, might be their next target."

ARTABANOS: of the Centurians, Legatians, Quaestorians, Imperatorians, Rosarians, Praestorians, and Diutians Supreme Emperor; Our Lord, Ruler of all Inimicians, Supreme Autocrat; Defender of the Inimician Faith; Duke of the District of Telum; Commander of the Inimician Armed Forces; Grand Cross in the Imperial Order of Inimicus; Lord of the Supreme Ordene of Icholasen; PRAISE!

Appelar: "Your Imperial Majesty, we have selected our targets, we have a clear sight on their movements over the next week, and we have the operational capacity at the ready for immediate orders. I called this meeting for You to give Your Assent."

Artabanos: "Run me through the suspects and the plan one more time, Roger."

Appelar: "Very well. As you know, we have targeted several individuals we believe to be responsible for the downing of Needletail One -- all are establishment individuals in the Neo-Venetian junta gang, the Social Republican Army. The individuals in question are, in order of seniority:

      • Dominic Dalfarra, the Speaker of the National Assembly, Neo-Venetia's so-called Parliament;
      • Andrew 'Marco' Brookfield, Deputy Minister of Defence and member of the Central Committee of the Social Republican Army;
      • Paul 'Lando' Ambrogio, Northern Group Command, Social Republican Army -- the man we hold personally responsible for ordering the missile strike that caused Your plane to crash, Your Imperial Majesty;
      • And Col. Peter Zan, Northern Command, People's Army of Neo-Venetia, who we believe was in charge of Neo-Venetia's surface-to-air missiles at the time of the crash.

By press exposure through the usual channels, we have positively rattled all four individuals, so much so that they have been meeting regularly to discuss escape plans. Meeting with each other, and meeting with our confidential informant..."

Artabanos: "Sounds like a lovely gathering. How will we get our hands on them?"

Appelar: "We have intelligence that Dalfarra and Marco are due to meet in Neo-Venetia's capital, Neo-Venetia City, on Wednesday 3rd March. The plan is to kill two birds with one stone by naval-based special forces infiltration from the Second Fleet. The other two birds are currently still in Northern Neo-Venetia, and will be snatched in cross-border actions by forces currently based in Terra Diutius during the afternoon of the same day. All in all, both operations should take no longer than 30 minutes."

Bauer: "Chances of casualties on our side?"

Appelar: "Minimal, though, as always, not impossible. I will say, Your Imperial Majesty, Your continuous investment into the Special Forces branch of Your Armed Forces has indeed paid off. Our troops are readier than ever."

Artabanos: "Very well. Any questions so far?"

Lawson: "As a matter of fact, yes, Your Imperial Majesty. Are the Angleterics aware of what we're about to do in their former territory? I met with representatives from the Angleteric government a few months back, if you'll recall, and though they welcomed our diplomatic support, they did not seem keen on us intervening by ourselves."

Artabanos: "We're not intervening, Basil, so much as apprehending criminals. Anyway, I'm sure the Angleteric Crown is well aware of our intentions, am I right, Boris?"

Mancov: "Fully. As a matter of fact, we have to act quickly, or they'll likely begin their own operations before we can."

Artabanos: "Excellent. Let's go over the details before we commit."

OFFICE OF PREMIER COMMISSIONER DR WALTER COCX

      21st February 2021
RE: First statement, Union of Syndicates, Forthcoming legislation

      "Peoples of Europe,

Thank you. Thank you from the bottom of my heart for bestowing upon me this high, exalted office of Premier Commissioner. I make a sincere pledge to you, to each and every one of you, that I will not let you down. Your faith in me will not be misplaced. Thank you, and I hope you will continue to engage with me during my Premiership as you have during my campaign.

We need everyone to be involved in European politics, more so now than ever before. Our region is currently in the grip of international terrorism, of yet another rogue regime gone wild -- of which I warned time and again during the last months. The time for action, for tough action, is now. My campaign pledge to sponsor legislation to tackle rogue states is more relevant than ever, and it is therefore that I announce the following.

      • In the next 14 days, I will sponsor legislation on the European Council floor to empower the whole Commission to declare region-wide sanctions against out-of-control states, after proper procedure which respects member states' rights and wishes. Sanctions will never be permanent and will be subject to renewal by vote in the European Council. This is one of the clearest, and most peaceful, ways in which we can tackle rogue regimes.

Currently, our region is plagued by several main rogue states: the USNR, naturally, which has destabilised our whole region for months. Neo-Venetia, the armed forces of which attempted to assassinate a democratically-elected head-of-state. And the Union of Syndicates, which appears to have devolved into bloodshed and murder of not just its own citizens, but of other nations'. Of these, the clear priority for the Commission currently is the latter. The violence in the Union of Syndicates must stop.

It is with that in mind that I ask willing European nations, and I am explicitly not excluding anyone here, to come together to offer humanitarian aid, evacuations of foreign nationals, and, importantly, a restoration of the no-fly zone over the UoS, as soon as possible. I have so far received assurance from the government of Inimicus that they would be willing to assist in such a mission -- this morning I spoke to Emperor Artabanos, who has pledged naval and air forces to maintain a no-fly zone, as well as millions to assist with humanitarian aid on the ground. Any nation willing to take up similar responsibilities should contact my office as soon as possible. The longer we wait, the more lives might be lost.

I send my best wishes to all those affected by the violence in the Union of Syndicates, and hope that, by tough action facilitated by the Commission, we will put an end to this misery soon. Thank you."

EUROPEAN COUNCILLOR TILKI TO RESIGN FOLLOWING SPEAKER ELECTION SHAMBLES --//-- WAS TILKI NEEDED TO MANAGE DE BARRINGTON'S SCHEMES?

      alt text
Hetty Tilki at an election rally last summer

Telum, 16th February 2021 - Inimicus European Councillor, Ms Hetty Tilki, today resigned her office after a crushing defeat in the Council Speaker elections this week. In a statement, Ms Tilki said she "had never felt at home" in her role, which she won in an EU-mandated special election last August. "The European Council never fully accepted me as one of their own", the ex-Cllr said. Ms Tilki's election as European Councillor last summer came as a shock to commentators and pollsters alike, and possibly even to herself, as she defeated former Cllr and government veteran Nicholas Benfield to assume Inimicus's Council seat. With her resignation, which is rumored to have followed Imperial pressure, Tilki will return to "the former passions and pleasures" she had before her election, which include a journalism role at Nuntius Inimici, a popular online blog, and a heavy social media presence.

Ms Tilki's brief tenure as European Councillor followed the resignation of Inimician council veteran Sir Augustus Barrington, who, as Ms Tilki's official deputy, will once again attend and vote in Council sessions until a new special election can be held.

It is also rumoured that Ms Tilki may still be called to advise and consult on affairs in the Imperial Palace. "The Emperor considers Tilki a potentially powerful political force", Nuntius Inimici Political Editor Colin Husky explains, "Her online presence is a particular strength the Emperor will seek to utilise. Neither He nor any of His friends in high office have successfully managed to gather a following even as remotely extensive as Tilki's. Her appointment to a high office of state seems imminent."

Particularly, the national administration may seek to use Tilki's extensive platform as a means to disseminate official information on the Barrington Affair, which saw former Imperial Consul Maximillian de Barrington arrested on charges of Treason while attempting to cross into Neo-Venetia. "It is particularly ironic", Colin Husky comments, "that De Barrington's brother, Sir Augustus, will now deputise for someone whose move to the national government seems to be directly influenced by Maximillian's treasonous case."

With the Barrington Affair dominating headlines, the Palace agenda, and the National Imperial Council, no date for the next European special election has as yet been set, although the Imperial Electoral Commission issued a statement earlier this morning, claiming "everyone at the IEC is working as hard as possible to get this election off the ground."

Strategic Meeting of the Imperial Defence Council, 21st Oct 2021

      Attendance as above.

Artabanos: "Welcome again, everyone. I'm afraid I'm running short for time, there are several foreign heads of state and government waiting for me upstairs. A quick status update, Vice Admiral Bauer, if you please."

Bauer, Chief of the General Staff: "Very well, Your Imperial Majesty. I draw your attention to the map of the Confederacy of North Diessen. Since the commencement of Operation Takedown, our units have been stationed in several major cities across the country, especially in those nearest to Reuland. Notable stations include Het Goor, Heikant, Druune, Berge, and Gool. I am also happy to report the Berkel peninsula, which formally belongs to the State of Reuland, has been fully cleared of enemy resistance and now serves as our main base of operations in the area. Special Forces have made several successful sorties from Terra Domini into Wollek and D'n Blaok, which have practically been abandoned by the separatists."

Artabanos: "How heavy is resistance generally? Any casualties on our side?"

      alt text

Bauer: "No deaths as yet, but 14 confirmed injured. Direct confrontations with Reuland forces have been infrequent, we have mainly been relying on our air force to clear out resistance before our ground troops arrive. Air Marshal Donnell, any comments?"

Donnell: "The Imperial Air Force has flown a total of 389 sorties in 48 hours, Your Imperial Majesty, specifically targeting rebel camps in and around Goirke, Beek, and Berdao. We have so far encountered no air-to-air resistance, and ground-to-air missiles seem to be limited to the old stock of unguided rocket-propelled grenades we provided to Reuland last month. Our Eurofighters have no issue avoiding those."

Artabanos: "Minister Mueller, how is public opinion in Diessen currently?"

Ekrem Mueller, ND Minister for National Defence: "Many people are still in disbelief, Your Imperial Majesty. However, footage from the liberated territories in Reuland, where Inimician soldiers were received jubilantly by locals, has made its way through our online channels into trending spots on most social media platforms. Politically, there is some concern from the right around the Diessenian Defence Force no longer taking the lead on offensive operations, however, generally, the Grand National Assembly is still very much in favour of an Inimician presence."

Artabanos: "Excellent. And how about President Pekcan?"

Mueller: "It seems public opinion has resolutely turned against her, Your Imperial Majesty. She is in a state of disbelief herself, I presume. I have not heard from her in days."

Bauer: "Good. The less we hear from her now, the less surprisal there'll be when we don't hear from her at all anymore."

      Mueller: "Indeed."

Artabanos: "Excellent, excellent. Vice Admiral Bauer, when do you expect Phase One of our operation to conclude?"

Bauer: "Progress is steady, Your Imperial Majesty. We know who we're up against, and we even know -- down to the minutest detail -- how they're armed. The only major rebel strongholds that remain are in Goirke, Beek, and Keurrevel. We expect to begin our assaults on these bases tonight, and hopefully conclude them within 24 hours."

Artabanos: "Good. Keep me up to speed. Now, if there is nothing else -- "

Bauer: "Actually, Your Imperial Majesty, if I may. We have received some intelligence that a number of Reuland separatists has made it across the border into Dromund Kaas. We're not entirely sure what intentions they have, but they may be seeking passage to other countries in the region, such as Czech Slavia or the UNSR. Naturally, I have alerted the Imperial Border Force to keep a close watch on the Inimician-Kaasian frontier, but I suspected You may want to be aware."

Artabanos: "Hmm. Interesting. Liaise with the border folks, tell them they have the full Imperial Prerogative to make individual decisions about allowing anyone into the country until further notice. Good day, gentlemen. Ekrem, best of luck at home."

Mueller: "Thank you, Your Imperial Majesty, for everything."

Nation Name: The Empire of Inimicus
Representative responsible for Request: Imperial Foreign Officer Sarah Gladwell
      Request made against: Istkalen
Additional Sanction Sponsors (if applicable): None at this time
Detailed grounds for Sanction Request (minimum 100 words if first request, no limit if supporting): The Federation of Istkalen has descended into violence, turmoil, and bloodshed well beyond anything hitherto seen even inside its own borders. Cannibalism and other unprecedented atrocities have taken hold of the entire nation, which recently declared open war against every European nation. It is rumoured Istkalen's military is currently engaging in offensive operations against Reitzmag, which, though not a friend of His Imperial Majesty, deserves European nations' full support. It is the opinion of His Imperial Majesty's Government that there has never been, and possibly never will be, a more appropriate subject for the Premier Commissioner's Sanctioning Act than Istkalen at the present time. The Imperial Government fully supports suspension of Istkalen's European membership, but feels appropriate actions must also be taken against the Istkalen regime. Through region-wide sanctions, applied and enforced on an international, European scale, the Federation of Istkalen may be liberated from its successive, corrupt, and plainly dangerous governments.
Other details/comments (optional): The Empire of Inimicus specifically requests that humanitarian aid and supplies of food, fresh water, and other basic necessities, are not included in any region-wide sanctions packages against Istkalen

Centre-Conservative Union (CCU) and Inimician Liberal Appeal (ILA) leaders have been spotted out on the streets in their respective key voting areas, attempting to cling onto supporters who, polls show, are shifting more and more towards the Emperor's Finest, a newcomer force formerly led by Imperial Consul Simge Galanth. Her replacement, former European Councillor Hetty Tilki, is expected to take the Commons by storm.

Smaller parties, including Jeff Speller's United Green Front (UGF), the Central Progressive Party (CPP), and Adolf Danube's People's Movement (PM), are expected to show little to no electoral change compared to last year's Commons, and media coverage has largely steered clear of these minor political forces. Danube, whose controversial conduct over recent years includes orchestrating the smoke bombing of the House of Commons in 2014, claimed this was "evidence of the Imperialist framing of Inimician politics".

Notably, all major parties, including the Finest, have signalled new emphases on how Inimicus should behave itself abroad. ILA leader Michael Dowding went so far as to condemn the Imperial Government's actions in Neo-Venetia, stating "Inimicus has no business raiding a foreign nation unannounced". Even the Emperor's Finest, whose support for the Imperial Government had hitherto been unrelenting, compiled manifesto commitments claiming "the Imperial Armed Forces should only be deployed abroad in the utmost need and distress". Press releases from the Centre-Conservative Union, Inimicus's third party, even called for "the dissolution of the Treaty of Telum and the mutual defence agreement with Spain". Whether these proposed policies translate into government action remains to be seen, as the Commons, and the Common Executive which it elects, form only a minor part of the Inimician structure of state.

Voters in Terra Praestoris, the Emperor's province, are further due to elect a National Imperial Councillor after the resignation and accusation of Sir Augustus Barrington earlier this year. Frontrunners in this race include the Finest's Hetty Tilki and the People's Movement's Adolf Danube. This race has mainly centred around the Imperial government's handling of the Needletail One fallout, and associated arrests and foreign operations.

Lastly, Inimicus will also elect a new European Councillor on May 3rd, in line with European legislation mandating the direct election of Councillors. Although all parties except the People's Movement have stated their disagreement with these rules, instead calling for the National Imperial Council to determine who should represent Inimicus in Europolis, well over a dozen candidates will appear on the ballot paper. Nicholas Benfield, who served as Inimicus's European Councillor during the reign of Emperor William in 2013, currently leads the polls for this race, with other candidates trailing by at least fifteen percentage points.
