      Official Communique from the Department of State in conjunction with the Department of Defence

      The Federal Republic of Yosai wish to assert its claims to an equal share of the Strait of Adventuranza.. The Governments official stance is that Yosai shares the same coastline as Spain and would like either equal share of the waters of strait being 12nm from our respective coastlines or have the Strait of Adventuranza be made into a neutral zone where neither. If the kingdom of Spain can present an agreement that can present mutual benefit for both nations, that that would be fine, we encourage them to come forward and present an agreement, that is what the summit is for.

      However this claim on of the entire Strait of Adventuranza as highlighted in green includes many towns and harbour cities. Cities such as Osaka, Gyukanjima, Seiguro etc. Cities which depend on trade on that Strait. What the map shows is Spain's claims to that it can tax cargo coming to our ports and harbors , which contain the area highlighted in green on this map.

      No nation in any respect would accept such a claim. Thus we aim to voice our contention in the name of protecting the citizens of our nations harbor cities as well as our right to have an equitable claim on a Strait that by rights belongs to both nations. To that end the Department of Defence will be dispatching a battle group to extend their right for equal share of the Strait until a mutually beneficial agreement recognising equal claims is reached in conjunction with our allies from the Kingdom of Reitzmag.

      “Good evening, ladies and Gentlemen

      Today was a revealing day. That Speech from Spanish President was rather revealing if not inaccurate. What we saw here was basically a sign of a leader of a nation with no ambitions other than total control to realise some imperial dream. That is total control of the entire strait which includes Yosai. They claim that the Red Strait is 100% Spanish because....Well they said so? And no other reason. So here we are again, no progress or any hope of normalising after a little over 6 months. It’s déjà vu.

      The fact is what we wanted and still want for that matter is simple. Equal share of the strait with both sides having equal sides and both nations allowed to make their own laws. It makes sense, we try to treat others like we want to be treated, the golden rule as the Christians say. The fact is that we had one summit in which neither Yosai nor Spain could agree to any terms, that part is true, which ended up with the status quo, and that was the extent of our contact.

      I remember having several meetings with my colleague Secretary of State Mr Yuichi Matsuda about approaching ways to normalise relations with Spain and giving each of our nations some space and time for cooler heads to prevail and see if we can revisit the issue and come up with some agreement later. We didn’t know what that would look like or how it would materialise but we wanted some form of mutually beneficial agreement. Something that both of us can agree on that doesn’t force another nation to enforce a foreign tax that has no right or jurisdiction within my government and doesn’t unfairly tax other nations purely on the basis of an unlucky geographical position.

      However earlier this year on the 21st of January they announced a ban on all our ships entering Gibraltar. We than knew that it was pointless to negotiate in good faith after that. So here we are. I just want to address that the reason Spain says it wants to tax nations cargo coming in and out of both straits is purely over concerns over the maintenance and conservation of marine and coast wildlife and the ecosystem of said ecosystems.

      In which the council thought if that was the case then it can compensate with some form on compensation over lost revenue if the tax were to be abolished. They clearly said no, the council then suggested a Green Fund where states can sign up and pay contributions towards the protection and conservation of the marine ecosystem of said straits in which they states can discuss how the agency would be funded, and how it would work and function, they clearly rejected it again without clear explanation, if the tax was truly about the protecting the environment so they claim, then wouldn't one think that either one of those proposals was a reasonable offer? I want it to be known that my government has no objections to either of these ideas, as conveyed by Councilor Ms Izumi Miwako.

      Which again leads us back here. They have shown that they clearly don’t intend to negotiate in good faith and that any amendments they propose is only to allow them exemptions to rules that we all have to follow as equal members of this union. But they have shown that the only thing they wish to do is claim entire bodies of water which share coastlines of other nations based on at best, dubious claims and at worst nationalistic ones and just taking revenue from those nations purely because of some sense of entitlement.

      The President of Spain clearly has no intentions of following the rules and doesn’t want to operate on equal footing with Yosai or other members of this union other than a small select group and his this paranoid fantasy idea that Yosai which has not acted agressively towards Spain at all is out to get them merely over the fact that we do not wish to impose or take part in a tax which has no right to be forced or be enforced by a foreign jurisdiction. He says that nations without a coastline have no voice in this legislation.

      Yosai believes in democracy, while it is true landlocked nations would have less of a stake to concern themselves over this potential legislation, they are a part of a global supply chain as well and they too have the right to vote on said legislation after all the most common and cheapest way to export is still over the water.

      It really that simple. Nothing more nothing less, and with that I have said my peace and will leave what I have said to consider. Good night.”

    • RE: Motion on the Status of the Strait of Adventuranza

      Yosainese Councillor Ms Izumi Miwako said her peace, she sighed in melonchology over the situation thinking carefully about what she had to say. She was representing the Federal Republic of Yosai so she spoke out with a firm yet measured manner.

      "Ladies and gentlemen. It is a sad day that it has to come to the European Council to mediate this matter. It is not the intention of Yosai's debut into the European Union to be such a turbulent time but...Well... Such is the reality. I can confidently say that with full confidence that the government I represent backs this measure being proposed by my esteemed counterpart Councillor Iras Tilkanas.

      My government only has 3 conditions, 3 conditions that we believe are perfectly reasonable for any nation to accept. The first is that Spain accepts that Yosai has equal right to the strait and to share the same amount of waters equally as they are not the only nation with coastline that faces the Strait, adhering to an even 12nm each. The Second leading from that is that Spain have no military presence on our side of the waters. Finally seeing as Spain unilaterally decided to claim the whole strait with towns and harbor cities that belong on our coastline which no nation would accept, we respectfully disagree with their assessment of taxing cargo leaving and arriving to our ports in our cities on our land. Thus we kindly ask them to re-asses such a policy.

      However those topics are for our leaders to discuss I'm just here to give context to the situation. The Yosainese government supports a proposal of the Straits of Adventuraza to be a temporary neutral zone until both nations can come up with an agreement that benefits both nations equally. However I do say that if General Secretary Junichi Watanabe had his way, this agreement outlined and proposed by Councillor Tilkana's would be the Strait of Adventuraza's default state. I will now yield my time for the rest of my colleagues deliberate further and will contribute to the discussion further when necessary. Thank you for your time. "

      She then sat back down on her designated seat waiting for further discussion and debate for the rest of the council.

      Yosainese Trade in the Mediterranean

      The cargo ship the Atoyumaru will be making its way over from the Yosainese naval base of Shimisu in Southern Shannon. The Atoyumaru will be transporting sensitive military cargo to their allies in Mishar. This is ahead of negotiations between the two nations of the Mishar Republic and the Federal Republic of Yosai in regards Yosai negotiating trade investment of Yosainese military manufacturers setting up manufacturing plans in the Mishar Republic, a deal in which if it goes ahead would have months of inventory ahead of time from the goods already transported.

      Yosai from today is set to begin trade in the Mediterranean Sea as it is going to be transporting goods from Tokyo to Praling. Yosai has recently purchased in Praling and intends to ship goods from Shannon County, UK to Pralinng Mishar via the Mediterranean Sea via military naval convoy to protect from interference of trade and seizure from pirates and other non-recognised and non-state actors.

      Official Communique from the Department of State

      2 days ago the Kingdom of Spain decided to initiate yet another power trip within the Straits of Gibraltar. We don't know why the Kingdom of Spain insists on raising the prices of goods that will ripple across Europe beyond the Gibraltar Strait and punish nations within that region on a whim, but that is the activity that they have chosen to undergo.

      I'm sure that we are not the only nation to express concern either in the present or the past that a Sub-national agency dictates the terms of trade for so many nations, but we suspect that those concerns have fell on deaf ears before. We will of course be willing to find alternative ways to work with and trade with nations in that region of course for those willing to approach us.

      However we are especially watching with keen interest the 4th criteria of entry into the Strait of Gibraltar which states "IV. All kind of vessels registered in, going to or coming from the Republic of Yosai will not be allowed to the Strait of Gibraltar". We can only see this as some kind of childish reprisal over the fact that Spain doesn't like the fact that they can no longer claim full ownership which they never fully had over the Red Strait or as they call it the Adventuranza Strait and has shown their intentions of never being fully willing to approach us as equals or as productive and peaceful neighbors.

      What this is, is a policy of a child lashing out and throwing their toys out of the cott because he doesn't like the rules. So here we are again. We were hoping that with the Crisis of the Red Strait/Adventuranza Strait crisis over, we can both just leave each other alone, call a truce and go our seperate ways and conduct our affairs with other nations without undermining each other and coexisting like mature adults do but the Kingdom of Spain has shown that it has no interest in that and is only interest with us is to antagonise and create another crisis.

      We will of course be willing to negotiate with Spain but on equal footing when they choose to to grow up.

      I do like this compromise by my colleague Carita Falk. At least there is a chance to not have a permanent majority on issues such as nuclear arsenals. Majorities will come and go, but at least there is not a permanent majority. And while we are flattered to be considered as a worthy candidate by our colleagues from the Duchies, I agree with Councillor Faik, we have no aspirations to join as members of the ENAA in any capacity at this time. What we want is balance and the amendment proposed by the Archrepublic of Vayinaod's representative is at the moment the bast solution to ensure that.

      The Federal Republic of Yosai’s Department of State has issued an official communique condemning the Kingdom of Spain’s claims to the entire Straits of Adventuranza. Secretary of State Yuichi Matsuda made this statement.

      “No nation within the EU that would be found in our position can think this is reasonable. The fact that the Spanish government lay claim to the entire Strait of Adventuranza unilaterally that include our ports and choose to tax them on top without any consideration or given authority outside of what they think is legal is ridiculous and at best piracy at worst it can be considered terrorism depending on how far they are willing to defend such claims through force if they choose. I’m sorry but we cannot agree to such a policy.”

      General Secretary Junichi Watanabe agreed but did offer an option

      “Obviously we cannot agree to such a policy and we stand by that. However, in the interest of stability and mutual respect I will be willing to meet with President Jesús Aguilar to come to some kind of agreement so that both of our nations can have an equal share in the claims of the Adventuranza Strait for the sake of mutual benefit. We see that as the only reasonable option that is in front of us right now.”

      The Executive Office of the General Secretary along with the Federal Department of State await the response from the Spanish government. Proposed diplomatic missions to the Kingdom of Spain have been put on hold until then.

    • Yosainese-Reitzmanic Summit

      General Secretary Junichi Watanabe was in his office, hearing from his cheaif of staff that the Prime Minister of Reitzmag Simon Bridges was coming. All the preperations were set. This will be the first leader he has met with since he was elected a few months back. He was in his office reading over new plans to update the Yosainese subway system with various government tenders on his desk. He spent most of the previous day in the office with the Secretary of Transportation, Secretary of Housing and Urban Development and Secretary of Finance in order to go over the contracts, budgets, materials and procurement and assorted permits needed. Now however He will need put domestic policy and development behind and focus on the task at hand. He went down to the front entrance of the executive blue manor to meet his Reitzmanic counterpart.

      Executive: The head of the executive branch is known as the General Secretary who acts as both head of state and head of government. The General Secretary is the supreme commander of the Yosinese Defence Force. The General Secretary appoints the members of the Federal Secretariat which acts as his his/her cabinet. The General Secretary is responsible for the day-to-day administration of the country and is voted in via general parliamentary election and is then appointed via party seat majority via the results of the election within the federal assembly. The General Secretary can serve for a maximum of 2 terms which last 5 years at a time (10 years max).

      Legislature: The legislature is simply known as the Federal Assembly and operates on the principles of the Westminster system. The Federal Assembly is a bicameral body and makes legislation and approves or repeals legislation via simple majority of 51% of the vote in both houses. The members of the assembly are simply known or MA’s collectively. Members of the upper chamber are known Assembly Deputies (AD’s) and members of the lower chamber are known as Common Members (CM’s), both of which serve 5 years at a time and are elected via general elections within their electoral districts. The Federal Assembly has the power to declare war and peace, review international treaties, and has the power of the purse. The Federal Assembly is made up of a total of 427 seats with 260 seats in the Chamber of Commons (Lower House) and 167 seats in the Chamber of Deputies (Upper House).

      High Court Building

      Judicial: The Judicial system is based on the inquisitorial system based on the German Civil Code. The final authority and highest court in the country is the High Court of Yosai. The court is made up of 7 justices who are all appointed by the Federal Bar Association and the legal branches of each prefecture to ensure judicial independence from both other branches of government. The judges serve terms of 20 years. The High Court has the power of judicial review in the case of clashing legislation or constitutional grounds, it is also the final court of appeal and can make laws on the basis of setting judicial precedent or case law.

      Geography
      The Geographical make up of Yosai is made up of a variety of terrain topography and climate, from the fertile coats to the north and west to the arid deserts in the centre of the nation and the east. However most of the north west coast of the Atlantic is separated by the Fujiko mountains that are separate the coastal states from the desert states, a majority of 77% poulation live amung the fertile coasts while the 23% of the population live in the desert states.

      A party of staffers were waiting at terminal 8 at Haneda International Airport in Tokyo, it was booked out for a private landing. The Staff were waiting for President Jesús Aguilar of the Kingdom of Spain to arrive. Among the people waiting where General Secretary Junichi Watanabe, Secretary of State Yuichi Matsuda and Secretary of Commerce & Industry Ayumi Tanaka. Surrounded by 10 Secret Service bodyguards around them.

      The reason the terminal was booked privately is to save the Spanish delegation from being bombarded by the Yosainese press. They spent most of the week leading up to this summit preparing their matters of address regarding their claims to issues of redress regarding the Strait of Adventuranza and the taxes charged on freight the flows in and out of the strait.

      Regardless of the issue at hand all delegates were waiting with smiles at the prospect of at least addressing some issues and at the hope of getting a favourable outcome for both sides. However, there are issues where they will have to be firm.

      The city of Tokyo was bustling with activity, it was the lunch hour and tons of people are rushing to get to their favourite restaurants and Yatai eateries before they have to go back to work. Shinjuku was famous for being the busiest district in the entire Tokyo metro area. Not unlike today for many citizens of the busy city of Tokyo, General Secretary Junichi Watanabe will be busy.

      He is expecting to host an important guest. The guest in question was President Albína Reiserová of the Democratic Republic of Czech Slavia, The Executive Office of the General Secretary booked out a private terminal, as per usual when expecting high profile government officials. He was waiting along with Secretary of State Yuichi Matsuda, both of whom engaged in casual conversation while waiting for their guest to arrive.

      Matsuda asked "Are you sure having another foreign world leader here is a good idea considering last time?" General Secretary sighed and replied "Yuichi not every country has the same agenda as Spain does, unlike that whole....Mess we don't know what the agenda here is today. But I'm sure its going to be far more pleasent. I'm thinking they just want to talk commerce and trade."

      Yuichi replied "In that case shouldn't either Kyomi or Ayumi be here?"

      Junichi replied "Well normally yes, but Ayumi i on care leave due to her mothers car accident last week. As for Kyomi, well she racked up her Sick leave and was adamant about using it. Good luck trying to stop her from her vacation time. I'm not going up against that woman. Would you?"

      Yuichi nervously laughed "Oh no, beleive me I am familiar with the vacation disputes of 2020. So where is she?"

      Junichi responded "Well if her Tomo Connect account is anything to go by she is back in her hometown of Osaka visitng her daughter and sister helping out with their family hotel."

      Yuichi chuckled "Yeah that tracks. Never trust that woman to take an actual vacation. So what now? We don't have a Commerce & Industry Secretary in the meantime?"

      Junichi just casually replied "Yeah pretty much"

    • First meeting of REMPC

      The meeting was to take place at the Urashima Central Secretarial Centre which acted as a government building for entertaining and hosting foreign guests from both foreign governments and foreign guests within the world of private commerce. The meeting was to be lowkey as was usually custom in the Yosainese culture, austerity and modesty was seen as almost synonymous with Yosainese character.

      General Secretary Watanabe had several escorting parties to pick up his foreign counterparts from Narita Airport. He was nervous. His first year of his coalition government and he never had a multi-lateral summit. His Secretary of Commerce & Industry Kyomi Ishijo was waiting as well at the front entrance of the building with him along with some black cladded bodyguards.

      The front entrance on the building on the left flags of the respective delegates representing the nations of the delegates were waving in the calm winds. The General Secretary sent in staffers and transportation to collect the delegates from Nadoyama airport.

    • Journey to the Past

      A small Yosainese delegation of researchers in the field of anthropology, sociology and archaeology was stationed jeep in the forest and alpine nation of Underath. Recently discovered by Spain, they seemed to be in the Middle Ages, socially and technologically, the contingent consisted of 100 Yosainese delegates.

      70 of those people were made up of people from various universities with degrees in Sociology, anthropology and archaeology and have been given grants commissioned to study the society of this peculiar nation, at the head was Professor Ayumi Maiyama from Tokyo University and was put in charge of this research project.

      They have been in this nation for a little over 8 months, she has had a few meetings with King Zagreus in the past and relations have been rather cautious but friendly and cordial, that was thanks to her trusted colleague Hideki Shigata who was made ambassador courtesy of the Federal Republic of Yosai’s State Department, he has also had conversations with King Zagreus and his advisors a few times and it was always pleasant and constructive.

      The encampment was composed of tents, mobile trailers and a lot of picket tents. Inside of which was a lot of research notes, books, artifacts from the capital which were bought and given for study courtesy of generous people from the capital and the occasional gift from King Zagreus’s delegation. The delegates were always met with security never confrontational. Head of this military contingent of 30 was First Lieutenant Makoto Shinra and his men from the Federal Yosainese Defence Force, Army division.

      The delegation came via the west coast facing the Atlantic and were resupplied by commercial ships on the west coast every 3 months and have settled 4 kilometres outside the gates of the capitol of Attella. Professor Maiyama was accompanied by Ambassador Shigata. They had important business with His Majesty King Zagreus.

      They then had 3 soldiers with them drive them in a jeep up to the front gates and met with the guards with the usual procedure for entry. Both were dressed in their usual conservative attire as they were meeting with the King at the palace.

      Both delegates bowed to the guards out of respect. Inside Ambassador Shigata’s suitcase were documents, one was a formal handwritten latter then a translated letter written by General Secretary Junichi Watanabe himself and then a translated copy which was jointly translated by the resident Yosainese linguist and the head librarian at the capitol’s top library and university specifying that he would like to meet His Majesty.

      Ambassador Makoto Shigata spoke to the guards outside of the capitol “Good Afternoon, Officers, nice to see you again. We ask for your permission for passage and possible accompaniment to the palace of His Majesty King Zagreus. We have a message from our leader that he wishes to meet him personally. We hope we can have an audience with him regarding this matter. Is that alright?” Asked Ambassador Shigata, waiting for an answer from one of the guards on duty.

      Tokyo 12:00pm

      Secretary of State Yuichi Matsuda was sitting in the office of General Secretary Junichi Watanabe on his office sofa the two of them were discussing the visit of another guest coming to Tokyo. Junichi Watanabe was puzzled.

      “I don’t…Understand this” Junichi said.

      Yuichi Matsuda replied, “Well its simple Emperor Artabanos wants to visit us.”

      “Yeah Ok, but why though?”

      “Who knows. I mean they are allies with that prick Jesús Aguilar.”

      “Yuichi may I remind you that you are our head diplomat. Besides, our nations have settled our dispute, so I’ll have less of that talk.”
